Job Description

The State of Rhode Island seeks a Program Manager to play a key role in expanding access to crucial behavioral health services across the state. In this hybrid role, you will be the central force driving the operational success of our Certified Community Behavioral Health Clinics (CCBHC) program. Summary

The Program Manager joins the Rhode Island Executive Office of Health and Human Services (EOHHS) to oversee and manage various interconnected projects within the state's CCBHC initiative. This person works closely with a diverse team of subject matter experts and state agencies, including the Department of Behavioral Health, Developmental Disabilities, and Hospitals (BHDDH) and the Department of Children, Youth, and Families (DCYF). Their work will be instrumental in the ongoing refinement, execution, and growth of this vital program, touching on areas like billing, clinical oversight, data reporting, and community engagement. This is a hybrid position, requiring a minimum of one day per week on-site.

Responsibilities

  • Acts as the primary owner for multiple, concurrent projects, including refining provider certification criteria, managing fiscal oversight, and ensuring seamless billing protocols.
  • Serves as a key point of contact, facilitating clear communication and collaboration among state agencies, providers, and managed care organizations (MCOs) to resolve issues and ensure project alignment.
  • Proactively identifies potential risks and develops mitigation strategies to keep projects on track and within scope.
  • Monitors program deliverables to ensure they meet quality standards and stakeholder expectations, from ongoing compliance with clinical requirements to accurate data reporting for federal and state mandates.
  • Maintains comprehensive project documentation, provides regular progress reports to the Program Director, and utilizes data to drive strategic decisions and demonstrate program impact.

Qualifications

  • Prior project management experience is required, and experience in the healthcare or public sector is preferred, particularly with knowledge of mental health or substance use programs.
  • Strong leadership, communication, and problem-solving skills are essential. This person should be highly organized, adaptable, and capable of managing complex details across various projects.
  • A bachelor's degree in a relevant field such as Public Health, Healthcare Administration, or Business is preferred.
  • Must be a self-starter who thrives in a collaborative, fast-paced environment and can effectively work both independently and as part of a team.
  • This is a hybrid role. This person must be able to work on-site, at least one day per week, with additional on-site days as required for key meetings or events.
